Most likely the switch they become corroded and they you have to flip them a bunch of times to get them to work I had to do the same with mine. If your careful you can take it apart and clean it when you put it back together use some dielectric grease.

The switch can be disassembled and contacts cleaned up. No relay believe it or not for the HiBeams; full current load is switched in the switch, thus arcing, thus fouled contacts.

 

That was pretty easy. Where the two contacts met had a good bit of carbon. I scraped it of, cleaned them, added a touch of dielectric grease and reassembled.

Works like new!

The little gray plastic tool is a carling switch tool I'd forgotten I had. I'd bought it when I'd added a lot of switches to my rhino. Makes it easy to get the rocker off.

 

All cleaned up.
